{"id":1965,"date":"2014-12-22T09:00:38","date_gmt":"2014-12-22T08:00:38","guid":{"rendered":"http:\/\/www.politicseastasia.com\/staging\/3558\/?p=1965"},"modified":"2014-12-22T07:38:00","modified_gmt":"2014-12-22T06:38:00","slug":"politics-digital-tools","status":"publish","type":"post","link":"https:\/\/www.politicseastasia.com\/staging\/3558\/research\/digital-nationalism\/politics-digital-tools\/","title":{"rendered":"The Politics of Digital Tools"},"content":{"rendered":"<h2>What Decides How We Use Digital Media Technologies?<\/h2>\n<p>On 27 November 2014, I had the pleasure to participate in a debate at Leiden University&#8217;s <a title=\"Leiden Global\" href=\"http:\/\/www.leidenglobal.org\/\" target=\"_blank\">Leiden Global<\/a> Day, together with <a title=\"Homepage Mirko Sch\u00e4fer\" href=\"http:\/\/mtschaefer.net\/\" target=\"_blank\">Mirko Sch\u00e4fer<\/a>. This video reproduces the short talk I gave there on the various factors that I think we should keep in mind when we discuss digital technologies and media. Much of the debate about digital communication has moved away from earlier arguments that digital media are either liberation technologies or mechanisms of oppression (for a brief overview, see Schneider &amp; Goto-Jones 2014). What a tool can or cannot be used for is subject to a number of complex constraints, which include political pressures, economic incentives, technological affordances, and human psychology. Authors in the tradition of <a title=\"Latour's Actor-Network-Theory Web Resources\" href=\"http:\/\/www.bruno-latour.fr\/taxonomy\/term\/22\" target=\"_blank\">Actor-Network-Theory<\/a> (Latour 2005) even go as far as treating tools as actors in their own right, asking what technologies &#8220;do&#8221; when we use them.<\/p>\n<p>Drawing from my own research on <a title=\"Introduction: Digital Nationalism in China\" href=\"http:\/\/www.politicseastasia.com\/staging\/3558\/research\/digital-nationalism\/digital-nationalism-in-china\/\" target=\"_blank\">Digital Nationalism in China<\/a>\u00a0and <a title=\"The Mass-Media Logic behind China\u2019s Internet Controls\" href=\"http:\/\/www.politicseastasia.com\/staging\/3558\/uncategorized\/mass-media-logic-behind-chinas-internet-controls\/\" target=\"_blank\">China&#8217;s media system<\/a>, as well\u00a0as from some of the work that my colleagues and I have been doing on <a title=\"The Challenge of Studying Digital Asia\" href=\"http:\/\/www.politicseastasia.com\/staging\/3558\/research\/digital-nationalism\/the-challenge-of-studying-digital-asia\/\" target=\"_blank\">digital Asia<\/a> and <a title=\"Why Digital Humanities?\" href=\"http:\/\/www.politicseastasia.com\/staging\/3558\/research\/digital-nationalism\/digital-humanities\/\" target=\"_blank\">digital humanities<\/a>\u00a0in Leiden, the video provides illustrate what\u00a0factors shape how we deploy digital tools in our societies today.
